Generative AI presents a significant opportunity for the D9+ group – 12 digitally advanced EU countries – to enhance productivity, improve public services, and foster the growth of innovative digital businesses.


This Implement Consulting Group report, commissioned by Google, consolidates previous analyses of AI’s economic potential, eGovernment opportunities, and the innovation prospects of digital businesses in the D9+ region. It summarises our insights into how the D9+ region can use generative AI to accelerate innovation, create value for citizens and businesses through adoption within public administrations, and strengthen Europe's competitiveness.


Key findings of the study:

  • Generative AI could boost GDP in the D9+ region by EUR 500 billion within ten years.
  • Public administrations can unlock EUR 30 billion in additional value by adopting generative AI, achieving approximately 9% more value for money.
  • Around 70% of public administration jobs can be complemented by generative AI, freeing up resources for higher-value tasks.
  • Low-risk AI use cases account for ~20% of the potential in public administration and provide valuable first steps for adoption.
  • Scaling innovative digital businesses to the level of leading OECD countries could add 1.1% of GDP to the D9+ economy.

Early adoption by D9+ governments can accelerate AI uptake across the economy, help set global standards, and unlock growth for Europe’s most digital nations. By equipping civil servants with the right AI skills, enabling innovative firms to scale, and ensuring smart regulation and investment, the D9+ region can capture the full AI opportunity.
